Publication of the 5G Practical Guide: Strengthening Mexico’s industrial transformation

The publication provides a timely and practical reference to support Mexico’s industrial sectors in adopting next-generation connectivity, in alignment with the reform of the Federal Telecommunications and Broadcasting Law (LMTR) and the establishment of the new Telecommunications Regulatory Commission (CRT).
It is aimed at key stakeholders in Mexico’s 5G ecosystem, including regulators, industry chambers, technology developers, companies and research institutions, offering practical recommendations from the regulatory framework to implementation.
Considering Mexico’s New Telecommunications Reform
The practical guide is closely aligned with Mexico’s recent reform and the creation of the CRT. It considers several of its key provisions, including the integration of 5G into a national digital infrastructure strategy, more flexible spectrum management, and mechanisms to promote private-public co-investment in digital connectivity.
Recommendations complement the reform’s objectives: strengthening coordination among federal and state institutions, promoting cybersecurity and data governance standards, and developing specialised digital talent. Together, the reform and the guide lay the groundwork for a coordinated, inclusive and innovation-driven 5G rollout across Mexico.
A call for joint action
The analysis builds on use cases and experiences from both Mexico and Germany, based on technical exchanges and interviews with stakeholders from different sectors. This comparative perspective enriches the findings and recommendations.
The guide is an invitation to all stakeholders to engage actively, adopt best practices and contribute to an inclusive, dynamic and secure 5G ecosystem.
Establishing a multi-stakeholder expert group could further enhance collaboration among public, private and academic actors, ensuring that the recommendations and regulatory advances translate into effective 5G adoption by Mexico’s productive sectors.
Therefore, the next phase will focus on advancing the guide’s recommendations through a multi-stakeholder approach, working closely with public authorities, private sector representatives, academic institutions and civil society organisations. This collaborative effort aims to support concrete steps for pilot implementation, knowledge exchange and capacity building within Mexico’s 5G ecosystem, ensuring that the benefits of next-generation connectivity translate into tangible outcomes.
