Technical mission to Brussels: Advancing a Digital Partnership between Brazil and the EU

Through the European Parliament Delegation of Relations with Brazil, Brazilian authorities were invited to Brussels to share updates about Brazilian legislative initiatives on AI and digital platforms, particularly protection of minors.

The EU Delegation in Brazil, with the support of the EU-Brazil Digital Dialogue and Partnership facility, coordinated the mission, composed of representatives from the National Data Protection Agency (ANPD), the Ministry of Communications (MCOM) and an academic from the Institute of Public Law (IDP).

Protection of minors in the digital environment

The Brazilian delegation met with the Directorate-General for Communications Networks, Content and Technology (DG CONNECT) to exchange best practices on protection of minors online and regulations regarding the use of large language models.

The Brazilian participants mentioned the institutional strengthening of the ANPD, which is now responsible for implementing the Brazilian Digital Statute for Children and Adolescents, approved last year at the congress and soon to start implementation, and coordinating the first AI regulatory sandbox in Brazil.

Considering the relevance of the topic, both sides are evaluating the creation of a framework to continue the exchange of experiences, expanding the initiative to include other countries interested in the area.

Digital regulations: similarities and differences between EU and Brazil

The EU Artificial Intelligence Office also welcomed the Brazilian delegation for an exchange on the implementation of the EU AI Act. The European experts shared their experiences with risk assessment methodologies, AI factories and the interplay with the Digital Services Act (DSA).

Finally, the delegation met with members of the Directorate-General for Justice and Consumers (DG JUST) to discuss several digital policies and regulations. DG JUST presented the recently announced EU Digital Fairness Act, which aims to complement the current legislation to address consumer protection in digital platforms. The participants also stressed the positive impact of the data adequacy decision between Brazil and the EU, that will further facilitate data exchange across both regions.
