Digital technologies and data-driven innovation play a key role in shaping Israel’s economic development, a country often referred to as “start-up nation”.  Israel has a highly developed e-government system that provides a reliable framework for innovative businesses and makes it easier to build up data-driven business models.  

The Israel National Digital Agency (INDA) shapes the country’s digital administration and drives forward scalable, secure and user-centred digital services. To foster exchange on e-government structures and innovation policy, the INDA and the German Federal Ministry for Digital Transformation and Government Modernisation signed a Joint Declaration of Intent in 2024, establishing a bilateral digital dialogue. Both countries aim to align on digital policy issues and ensure transparency around regulatory developments. The Israeli-German Digital Dialogue is focused on e-government, data policy and emerging technologies.

Both sides agreed to jointly develop practical solutions for digital identities, government cloud infrastructure and the responsible use of AI. The focus is on electronic proof of identity, ID wallet applications and government data management. To put this into practice, both sides will strengthen cooperation between public institutions, research organisations and the private sector.

In March 2026, Federal Minister Dr Karsten Wildberger met with Israel's Ambassador, Ron Prosor, in Berlin. They agreed to centre the Israeli-German Digital Dialogue on implementing practical projects.  Both countries defined artificial intelligence as a strategic area of cooperation, alongside an intensified exchange on digital health, cybersecurity and digital sovereignty. They also plan to more closely integrate start-ups into the bilateral partnership.
